Is this a good multi-meter, if not could someone recommend something under 30 dollars?

I have one, it is okay. No major issues, just no continuity test beep like my other one.

Find a local Harbor Freight and they sell multimeters for $4!

I bought that one from ebay, it was under my budget and Palmer said there was no major issues.
