The quest for custom PS1 bios

My goal is to make a custom splash screen come up when the ps1 is booted.

I ordered an AT29C040A chip because it is 4mbit like the mask rom the ps1 bios are stored on, and it is reprogrammable.

My flash memory came today, and I programmed it with scph1001.bin, and put it in the socket I rigged up to my ps1. I turn it on... nothing. I checked to see if it programmed correctly, and it did, so I dug deeper into the problem. From looking at the ps1 schematics I noticed that the ps1 mask rom has an "A19", but the datasheet shows that pin as "NC" or "not connected".

So my question is: can the "write enable" pin of the flash memory act as another "address input"? I'll be sure to double check my wiring too.
