From your pic on page 2, it looks like you are drenching it with paint, which you don't want to do (I used to do that). If it looks like you just dunked it in a bucket of paint, that's bad. You will get much better results if you do what the can says and do many light layers. You really can't do them too light, so don't worry if it takes 5+ layers before you get full coverage.

Should I be filling scratches or sanding them? They're pretty major.

Sand in circles. Gradually work your way up to 800 or 1000 grit, 600 would also be good.

Currently, I have 60,100,120,220,320, and 600. Should I just use those?

Yeah, start at 220. Also, sand it under running water in the sink. It makes it sooooo smooth.

Holy god. I've been wet sanding for about 5 mins and it's like, amazing. Pics.....tomorrow.

Ok, I painted it one more time, with a bunch of light coats, and it still drips like Heck. I spray from left to right fast, wait 3-10 mins, then do the same thing.
Help?

Problem is, the can drips paint. I shake it for about 5 mins and same thing.

Soaked the nozzle in paint tinner, and sanded the paint off the case. Also, what do you guys think of silver paint? ( like the slgc)I have it here, I think it will look nice.

Instead of painting it while its laying down, try hanging it. Then any paint that gets on it will have to be sprayed and not dripped. Sounds like a bad can, though, I've never had one drip like that.
