Strange Graphics Glitch

This picture is pretty old. This is the horrible graphics glitch that almost made me abandon PC gaming. No amount of BIOS changes, driver reinstalls or patches would fix it. It occured for every Direct3D game (OpenGL was uneffected, not sure about older versions of DirectX). My rig at the time:

Core 2 Duo E6300
ASRock 775DUAL-VSTA
2x512MB Kingston ValueRAM DDR2-667
Radeon HD 4670 512MB
Foxconn TLA-775
Sparkle 300W PSU (came with case)
320GB Seagate HDD (I think)
ASUS DVD-RW drive

I upgraded my motherboard, RAM, CPU, case and power supply to my current configuration, keeping the video card. It has worked perfectly ever since. I thought it was because of the crappy ASRock motherboard.

This is on an IRL friend's PC after a reinstall of Windows. I could not replicate this in any other game, but I was only able to try Counter-Strike and an N64 emulator, so it's not saying much. It doesn't look a lot like the CS:S glitch above, but I have had other, much more similar glitches occur. His system is an ancient Sony Vaio. The specs look like this:

Celeron (Willamette) 1.7GHz
ASUS P4b266-lm (I think, stock motherboard)
768MB DDR RAM
nVidia 7300 AGP
80GB and 40GB hard drives (one is probably stock)
DVD-ROM and CD-RW drives (probably stock)
Sony Vaio case and power supply

Can anyone shed some light on this? What causes this kind of problem? Are they even related?
