I am retarded. Wrong system. Went and checked a board, XCVG is right. There is no grounding layer. I thought there was a heat transfer layer, which can also function as a back up ground, but that is a Rev 1. Gamecube. My bad.

The N64 has no middle layer, it has no grounding layer. It has been proven several times, even by Bacteria (in-insult ftw) that the N64 has only two layers- top and bottom.
