Custom pc keeps restarting

Hello.
Ive build a custom pc but i couldnt do anything because it keeps restarting.
It turns on
The fans get slower and slower for 30 secounds
Then it turns off.
After 3 secounds it restarts.
How to fix this.
If you need additional info like specs and stuff just say it.

Could be a couple things:

- Overdraw shutdown on the power supply
- Ram modules not fully seated or in the wrong slot
- Could be wacky CMOS - Try pulling the CMOS battery or using a jumper to clear it
- Could be a bad motherboard or processor
- Board could be shorted out somewhere
- could be a broken MBR partition - can you get into the bios?

You could have used too much thermal paste on the processor, it could be any number of things not seated properly.
Usually at this point you just teardown and rebuild the whole thing and try again.
