If it comes with the red expansion pack (required for games like Majora's Mask, Donkey Kong 64, etc) then its an OK deal, not great.
However, you can absolutely get a better deal at yard sales for example, could probably get it for this price with the hookups and a few controllers and games thrown in.

I buy and sell consoles in the UK. So sadly any consoles I do get in are PAL.
But the last N64 I picked up cost £3 with controller and cables. Or $5 in Monopoly money
As said if you get the expansion pak, then its reasonable, but not great, In the uk they go for £15 - £20 for the expansion pak's alone. So, $23 - $30ish?
Look on fleabay for one, with controllers, expansion pak, and maybe a few games. I imagine you will get it for a fraction of the price if you bought all the bits singularly.

I get em for $15 everything included, probably $5 with no cords.
