In order for me to make progress on my N64 portable I only need an answer to one question. In SS's charge & play diagram, when the switch is OFF, does that mean that you are running off of wall power? Thanks guys.

When the switch is turned OFF, you can run the portable off of wall power with the wall plug, or charge your batteries with a battery charger plug. So to answer your question.....yes.
