Questions about PayPal

Well, I'm thinking about getting, or trying to get, a PayPal account. I have some questions though:

1. I'm 14. Can I get an account, or do I have to lie about my age?
2. Do I have to link a credit card or bank account? Or will my account store the money I receive to I can spend it later?
3. How well does it actually work? Are the fees huge? Is it reliable?
4. Do I need a Personal or Premier account?

2. Do I have to link a credit card or bank account? Or will my account store the money I receive to I can spend it later? You can receive and spend money on PayPal without a credit card or anything like that. BUT, I don't know if they require a Credit Card anyway.
3. How well does it actually work? Are the fees huge? Is it reliable? Most of the fees are just a matter of cents, and hardly have any impact, especially in larger purchases
4. Do I need a Personal or Premier account? lolidunno
