Is my N64 dead?

So I have an N64 that I just found. I was going to test it, but I don't have a power supply, So I plugged in 3.3v to the 3.3v rail, and 12v to 12v rail. When I put in a jumper pack and pop in Mario 64 the red light on the N64 lights up, but no signal. I made sure the composite jack was soldered in correctly.. I have it connected to 'V' and GND.

I am getting the 3.3v from an arduino plugged into a USB. 12v coming from a wall wart. I put my multimeter on both rails, and they are receiving their power.

Not sure if the board is dead. Is there any way to know for sure?

I even tried plugging in different games. Same problem. No signal.
 
I don't think you are dumb, but the way you are talking, you are working directly on the motherboard, right?

Are you sure the jumper pack is plugged the right way?

I'm really not sure about that, but maybe the ground has to be the same for both 3.3v and 12v?

Yes, I am wiring directly to the motherboard. The jumper pack has been inserted the correct way, and I have tried using different paks as well as expansion paks. As for the ground wire, I have all ground connected.

I was wondering, could the problem be caused by lack of power? My 12v power supply only offers 500maH, is this enough to power the N64?
 
That's probably the problem, I don't know how many amps it takes, but you better try more, like 1 amp, if the red light comes on it's normal, because it's working out of 3.3v
