Help with minecraft server software

I have used a few different clients, including McAdmin and Hmod (I liked hmod, but it's not updated for beta yet), but I really just need software that allows others to spawn their own items, teleport, and set homes. Can anyone tell me what would be best for that? Hmod worked well but I coudnt figure out how to let others spawn items (and I'd like to spawn my own through minecraft, not the client) unless you need a plugin for that. Thanks.

In hmod, use the /item command. /item [item] [amount] [person] amount and person are optional...
If not everyone can use it, allow it in group permissions.

Meanwhile, I'm fighting various network setups to get the "official" server back up...
This is what happens when your dad is a sysadmin and just expects you to know what your doing with his network setup
