But there is a problem: I'm french and the worldwide shipping price is 40$...

Don't bother with those batteries, they're crap.

That's not how that works.
4800 mAh (milliamp hours) means that if the item being powered draws 4800 mA (4.8 A), the batteries will last an hour.
