Gamecube 1.9V line

Howdy. I am new to the modding community and have just started my first gamecube portable. After looking through the guides, I trimmed my board. When I carefully went to power it on, my 1.9V line had a huge voltage drop to 1.3V. I looked through the forums, reading some posts but I discovered that my CPU line was going to ground. After checking any solder connection, there isn't any solder jumps. I am wondering where does the 1.9V line lead or continue throughout the board?
 
If you're saying that it reads 1.3v while the regulator in connected to the motherboard and the motherboard is turned on, that's normal. The high current draw causes the voltage to drop according to any voltage meter.
 
Is the transistor chip for CPU or GPU suppose to be making contact with ground? I'm guessing it's not suppose to and if in that case would I need to get another motherboard?
