Critical Power Failure

Alright fellows, I'll tell you, this is it. I'm on the last leg of the race, just about to finish my portable up, and the day before it's due, it decides to malfunction. I'm crushed.

Last night I brought it inside after doing some testing, and everything worked perfectly. This morning I wake up, plug it in with the original ac adapter and it won't even power on.

So, I disassembled, and looked for shorts, or whacked out cables. I cleaned up the connections from the regulator to the power board, and still nothing. I took the multimeter to the power port on the motherboard and when I turned the whole thing on, the voltage started to rise but then quickly cut down to zero.

I'm hesitant to believe that there have been any shorts on the regulator because since the power has been working I've epoxied the cables in place.

I tried bridging fuses F1 and F2 on the back of the regulator; bridging F1 turned the fan off, and bridging F2 had no visible effect.

I'm despairingly confounded as to what happened, considering that all I did this morning was put it in its case. If anyone could help, it'd be much appreciated, and I'll enthusiastically assist you in assisting me if need be.
 
You took the multimeter right to the power plug? With nothing in between it and the power source? If thats right, then it sounds like your power supply is fried. Try using a different one.
 
Well, the multimeter, which is taking readings from the 1 9v line into the board, unfailingly shows the voltage rising and then being cut down to zero, each time I power on.
When I said "power port", I meant the one on the motherboard.

When attached to the ground and the v+ of the plug, it displays stream of 12v reliably passing through. I would have loved for it to have simply been the power plug.
 
Well.... That's not good. How about the other lines, do they work? Try replacing the regulator board all together or building a custom 1.9v reg.
 
Your board isn't fried. You have a short somewhere.

The first thing I'd look is at the controller. Completely desolder it and power your board on.
