Problem with lithium polymer batteries

I have 4 3.7v lithium polymer batteries wired up in series to a pcb. The pcb outputs a voltage of 16.4v. When I connect the voltage to power something, after I switch them to on, the voltage immediately drops down to 0.7v. Are my batteries dead, anyone know how to fix this? Thanks

Maybe they just aren't fully charged.

My first guess would be what argelfraster said; they probably aren't charged fully.

When I plug in the charger it says they're full

Ok it powers my screen now for about 2 minutes and when I charge them the charger stops charging the batteries after about 5 minutes, is there something wrong with the charger?

do you have the batteries wired correctly, and is the charger connected to them properly?

Yes they are wired correctly and the charger is connected to them properly from what I see as they do charge for a little bit.

Nevermind, Im pretty sure they're working now thanks. I've always been having trouble using those batteries.
