portable phone backup battery

I have lots of used laptop cells (18650) lying around, like, 24 of them. they are however old and relatively heavy, so no use for portibilizing something, so I want to make them into a backup for my phone.

I was planning on using possibly 6 or so in parralel, for a capacity of... I don't know, but at least 6000 mah.
I was planning on charging them with http://dx.com/p/usb-dc-0-9v-to-5v-voltage-step-up-boost-module-blue-silver-193257 and ramping up the power with http://dx.com/p/usb-dc-1-5v-to-dc-5v-voltage-step-up-boost-module-green-143571, but it might drain the batteries too far.
would this: http://dx.com/p/charge-discharge-pr...hargeable-li-ion-batteries-13-4mm-1-7mm-26114 work for protecting? and, is one for the lot enough, or do I need to do each cell individually?
It might be that not all cells had the same amount of use, and therefore remaining capacity. would it work like this?

It would save me a lot of money if i could just use those instead of buying a pack for 30+ bucks that only has half the advertised capacity.
