N64 won't turn on

So I have done the, "bud trim" and I have no video... I sanded the edges after I cut the mobo, I have relocated the cartridge slot and checked all the wires. I relocated the 3.3V traces on the back, I also relocated the traces in the front of the board. I checked to make sure everything is getting all of the right voltages. I even put two 1k resistors on pin 8 on the PIF... And all of the chips get hot. HELP

BTW my step down regulator randomly went from 3.3V up to 3.6V could this fry it?
 
NOOOOOOOOOOOOO :cry: After all of the soldering I have done... Stupid cheap step down regulator.... The chips still get a little warm, could it mean it's not fried?
