N64 motherboard power/wiring question

To power my motherboard, I am using a Polulu 3.3v step up/step down power regulator, and I am using a Polulu 12v step up power regulator, both connected to a computer power supply I am using to test the motherboard. When I turn on the console, the red LED lights up, but no video. I checked my connections a thousand times, and I checked the voltages. Both regulators give off a steady 12v and 3.3v. I connected an audio amp and some speakers, and all I got was fuzzy noise. Cart and jumper pak are inserted, and I have tested this with many different motherboards. Does anyone know if the two Polulu regulators are not usable with the N64?

So I tested my N64's with 3.3v and 12v lines from a power supply, still no video. I don't think my boards are fried, because I am testing this with multiple boards and I just got them. I even tried using different LCD displays, still nothing. Does anyone know what might be the problem? I must be doing something wrong every time.
