I spent a total of $1200 on my desktop including my monitor and some other junk. I'd much rather spend $200-$300 on some upgrades in a year or two than building a new desktop.
If you've got a cheaper desktop, like $500 or so, then yeah, you might as well build a new one for that price. Mine, however, is designed to be as upgradeable as possible, so I plan to do so.
