N64 power brick resetting

Okay so I relocated a cart slot today and the power brick keeps resetting itself without turning the board on. I know it's the board because I have 2 bricks and a unmodded n64 and both the bricks work fine on it. I tested the board before I relocated the cart slot and everything was fine. I have even scanned the board numerous times and haven't found any shorts or flecks of solder.

This is the second time I have had this problem and I've never figured out what is causing it.
