My portable stopped working

I turned on my portable one day and nothing happened. The screen and speakers are working. Everything is getting the correct amount of power. I've checked everywhere on the mobo all the solder joints are solid, nothing is bridging, I just can't get the game to work. I've also tested the game to make sure it works.

1. Clean the cartridge slot. If you don't know how to do this, take a cotton swab (Q-tip) and put some Windex or other cleaning solution on it, then rub it on the contacts of the game cartridge, insert the game into the cartridge slot and remove it a few times, then use a dry cotton swab to clean the contacts on the game. Do this a few times.

2. Check that the portable hasn't fried. turn it on and feel the chips, if they get really hot really fast, it's dead.
