FMCB Usage?

Hi guys,
Sorry if this sounds stupid but I have really only dealt with hardware mods as of now. I found a PS2 Memory Card with FMCB on it, with all of the programs on it, but I'm not sure exactly what the procedure is to use it to its full extent. I'm sorry mods if this violates any rules
