Can I cut these traces?

Can I cut these traces? Also can I completely remove the grounding strips?

Cutting those is fine, but you will need to U8 wire. Easy
Stuff. You don't need the grounding strips.

the top trace you can cut but you need to tap into the 12v line at the 5v regulator on the top side of the board.

no because you just have to wire stuff to different places. not rewire.
