Short answer no.
Long answer: I'm sure it's possible, but you would need to find the specific chip size and get the files, then write them to an empty chip using a universal programmer. The $15 is worth it, and much easier than programming and making your own mod chip. I'm a very cheap person, but I threw out the $15 or whatever it was. If you don't have $15, you shouldn't be in the hobby. It's expensive.

Long Answer: minimum 3 parts are required, 7 parts total if you want to add LEDs.
no programmer required either, use the GC to flash the chip (alternate DOL loading method required)
