How would I cut this to make it as small as possible?

Use a dremel. If very patient use a durable and sharp knife, remove components that are in the way of the cut and put/wire them back making sure the polarity is correct

Stuff outside the boundary of lines can be removed/bypassed

Take safety precautions when cutting this type of material, as with all sawdust, it is harmful for your lungs.

But this controller has two black thingys and no blue thingy. Are the cuts going to remain the same?

as long as you cut outside of the surface mounted components and save the rumble circuit, you should be fine.
