safe to unplug things from PSU with out draining caps?

I need to relocate a power plug on the back of my monitor (don't ask why) but I've never dealt with such a big PSU before so I just wanted to make sure it was safe. I want to pull out the thing surrounded with green to move the purple plug but I'm afraid of the big scary cap in red. Do I have to drain the cap before I unplug the plug or am I good?

You're all good to move it. If you really feel nervous about it, grab a screwdriver with an insulated handle and bridge the two visible pins on the capacitor, but you don't really need to. So whatevs.
 
UPDATE: I unplugged it and I'm still alive :D
Last of the updates: I managed to extend it like I wanted and it still works.
