My 12v regulator is giving 12.2V is this ok for the n64 or is it too much? Thanks

Tried it out and it runs fine. Now its just getting video to my screen. Works fine plugged into the tv but, get nothing wired to the screen.

Make sure that your screen can take 12v. I've played around with many of those 3.3" and 4" LCD backup monitors, and even though they're rated for 12v, slightly over 12v (even 12.1v) can give you a white screen or no video at all.
