is my n64 fried?

I was playing my portable last night and it was working fine. I tried to play it today and nothing happened. I opened it up and I am getting 7.4v from the battery pack to the n64, the regulator is giving 3.3v the screen and fan work fine. When I power on the system the n64 light comes on and the expansion pack is inserted correctly but no signal even when I use a tv. I've examined the mobo closely for some solder or something causing it to ground out early but nothing so far.

Hold your finger on the chip labeled RCP and turn it on. If it gets BURNING HOT in a matter of seconds, she's done. Otherwise, could be some other issues. N64s are finicky.
