Would it be possible to splice a USB to a GC Controller to play on the PC?

I don't it is possible with just soldering a new connector on, but adapters for this have been made multiple times in the past, a quick google will probably get you some results and you're unlikely to spend any more than about $10.

just cutting and soldering? No. You'd need a program a microcontroller or the like to convert the controllers outputs to a PC Human Interface Device.

There are converters that already exist, though. I remember a few years back I used to see XBOX/PS2/GCN to USB converters at walmart for $5-10

Check on ebay, there are some cheap adapters out there..
