So, basically, the Entertainment Software Association (the gaming lobby) is trying to fight people that modify unsupported games in order to restore functionality. They are doing this using the DMCA's (bullflax) Chapter 12, the part that makes it illegal to "circumvent a technological measure" which protects a copyrighted work. (This is bullflax because it's used more to corner markets.)
