Elder Scrolls Oblivion:No file for saving games or settings?

I bought Oblivion on Steam a while back, and it's never worked for the time iv'e had it. I googled about the saves and apparently there's a file for game saves and .ini files for settings saves, does anyone know a way to get those files?

I've looked there, there's no files that say Game Saves or any .ini files

So, you like documents better than your games?

Perhaps the game creates them when it's executed. Since you can't get the game to run, maybe that's why it's not there? Try redownloading.

Oh I can get it to run, sorry if you misunderstood, i've just had problems with it like being unable to save that make it unplayable. And I've redownloaded it multiple times, but nothings seemed to change
