14.8v lipo pcb problem

I was having a problem with the 14.8v pcb i was using, so i got a new one. I hooked up all my batteries to the new one, and hooked up the charger, but it's not charging, also the voltage off the charge load contaccts is 0. The charger is working, and individually the batteries give off 3.7v, so I'm not sure why the batteries are still not charging. Any ideas?

I've checked like ten times and they are all wired correctly, this is a new pcb, there is even voltage running through the charger port when I charge them but they are not charging. Also there is still no voltage output. Is there anything I should try?

Nevermind, For some reason I had my positive and negative on the wrong sides of the pcb's charge and load contacts. I got it working.
