I recall the original GameBoy Advance as having one. Right now I'm looking into Gorilla Glass screen protectors that I cold cut up to fit. I'm aiming for one that's about .5mm or .020" thick and preferably one that doesn't have adhesive backing.

I'm not familiar if tact switches are different that other switches, but if the original switch was always open then you're basically doing what a constantly closed switch does and it's not powering up because the PS2 is stuck in a reset state.
Try unsoldering that wire from at least one end...
