Strange controller issue

Okay, so I was testing out my GCp and noticed a strange problem. Sometimes, when I turn it on, the controller doesn't work until I unplug the power adapter (standard GC power brick) and plug it back in like 5 minutes later. It won't read external controllers either, and the controller is getting the necessary power. I tried another GC power brick and the same thing happens. Any suggestions?

EDIT: Also, I've noticed I usually encounter an error before it doesn't work.

Make sure you have pin 6 (blue) wired up to 3.3v (along with the obvious ground and signal lines). Should fix the issue.

Maybe replace the controller transistors with ones from a dead board.

Thanks THe spot by the 100 capsule is 12v instead of 3 for me so I needed another spot
