n64 fried or what lol

So if my PTH regulator is outputting 3.26 volts consistently, but as soon as I connect that to my n64 which already has the 12v line powered, the reading drops to 0.04v on the PTH output line, does that mean the n64 is fried? I suppose it could also mean there is a short on the 3.3v line or something but would that be a guaranteed fry anyway?

There's a short somewhere, and no, it's not a guaranteed fry, but it's fairly likely.
