Yeah. That about sums it up. Look around the voltage mega-sticky a bit if you have anymore questions. Then IF you don't find an answer then post it back here. Also you do know that would only give you like an hour of play time right?

Not with the original regulator. you would need at least 12v to power the gamecube and the psone screen is 7.5v
 
I'm too lazy to test it out but it's just a fan. Don't go over the max 12v, but it should be fine to go lower. It all comes down to how well you want your fan to work. Going lower wont hurt it, but it might spin slower, not cool your portable enough, or not turn on at all. So yes, the voltage matters, but it wont hurt it, so just experiment around until you feel that it works well.
