GameCube Mobo or power regulator broken?

So I set out to making a GameCube portable, and I'm at a stage where I have everything out of the gamecube... And I wanted to test it, so I hooked it up to my tv, and turned it on, but nothing happened. The fan still turns on when it's connected to the power button thing, but even though I have the regulator board plugged into the mobo, it's not giving the mobo power? I plugged in the controller ports so I could see if the led lit up so I could see if it was maybe just a problem with the AV cable, but the led did not light up. I tried getting my multimeter and just like... Putting it on a bunch of pins randomly of the part of the regulator that plugs in because I couldn't find any clear enough guides of how to test for the output thing... But yeah. I don't know very much. This is confusing. Please help.
 
Whoa dude, step back for a min. Not a good idea to just poke about if you don't know what is what. But in kasars gcp guide the is a pinout of the regulator board. Start with that. I think there is one in Ashen's trimming guide as well. The fan will come on cause its part of the circuit before the regs.
