Batteries not charging

I have my lithium polymer 3.7v batts hooked up to the pcb but they are not charging. I've rewored and still nothing, does anybody have any ideas?

perhaps you should rewire them instead?

can we have pics or a diagram of how you have it wired?

Sorry for the bad spelling, I used hailrazers guide and diagram for how to connect 4 3.7v lipos.

are you sure you have your batteries polarity correct?

That is where I'm not sure because the voltage off the charge load contacts is 15v but when I switch on the batteries to power somethig the voltage drops down to 12v
