I think there is a misunderstanding resulting from my limited vocabulary; "made it" was actually written to mean "made it to E-bay for sale".

I do know that the mod was first produced by Victor Trucco and I followed the guy's guide. Atariage also produced the board to sell as kit. Additionally, I saw the advertisement there and was inspired while I was writing my own on E-bay.
