Can you change the OS on that Microsoft surface or is it locked? Like say upgrade it to 10 or something?

I need to replace a relay, but the board its on has some kind of clear liquorlaquor-ish coating on it. Will that be a problem and how do I deal with it? Will it just burn off when I am desoldering the old relay?
