Turn on your N64 without a game in, put your finger on the RCP chip, if it gets hot within a few seconds, it's fried.

^Not all boards behave that way, so what you have said is not necessarily true.
Even if fried though, the LED on your board will light up. If not, you have a short or are undervolting your console.

If the led doesn't light up then it's in sleep mode, wait a couple days without power going to it, and it will work again.
