Safest way to empty caps of their load?

Should I just touch a screwdriver with a insulated handle to both leads or wut?

I want to do it while the cap is still on a board and don't want to damage any other components.

Shorting the leads with a screwdriver works but creates sparks. Not sure of how bad it is for the capacitor. Using a resistor sounds like a good idea but you'll probably just blow the resistor apart on anything but a tiny capacitor. I've heard using a lightbulb works well though.

A bulb from a flashlight is what I use. Just use an appropriately sized one. You don't want to burn out the bulb.
