Batteries. Need help!

Hi,

I recently acquired some Panasonic NCR18650B 3.6v batteries rated at 3400mAH.
They're supposed to be very good.

The website I bought it from gives it 3.7v in de discription and 3.6v in the titel. I'm a little confused about this. Checked with a Multi-Meter and it said 3.629v so 3.6V is correct I guess, but still want to make sure.

Other examples:
Alibaba, in this case the title is 3.7v and discription 3.6v.

I plan on making a Pack of 7.2v 6800mAH. Given 3.6v is correct (hope to God it is).

This brings me to my second problem.
Most packs used here are 7.4v and everything related to that voltage(PCB and Charger) is not made for a 7.2v pack, or atleast I think

Will these work with my pack or should I keep looking? What should change, PCB or Charger?
Batteryspace.com is not an option for me because shipping price + import is a B.ITCH from where I'm living
