Replacing through-hole compenents on coating a PCB.

I need to replace a relay, but the board its on has some kind of clear liquorlaquor-ish coating on it. Will that be a problem and how do I deal with it? Will it just burn off when I am desoldering the old relay?
 
Are you 100% sure the relay is bad? They're not bulletproof, but as far as components go they are one component that is farther down the fail point list, depending on the things application that is.

You can gently scrape the conformal coating away first, but in most cases the soldering iron will get thru it. If the board is going back into a harsh environment, outdoors, some industrial building and especially a vehicle, then you should recoat those solder joints as well as around the base of the relay to keep things sealed up. You should use some silicone that is safe for electronics, ASI 388 for example, but if it doesn't look like the board is in an area that needs it then it's optional.
