Input DC Voltage to power supply

Then it looks like I'll need an DC-DC converter (for this top secret project) with an input of 11-17V and an output 12V. Is that even possible?
 
Run something 12V off of a 4 cell 14.8 lipo pack. 11V is the cutoff point, and fully charged cells are 4.2v x 4 = 16.8V.
 
I don't know enough about the Wii to give you a definitive answer, but methinks it wouldn't like that. There's a TI part that would work but I forget what it's called.
 
Electronics don't like overvolts. We know the Wii won't work undervolted to even 11.1V, so it's safe to assume that it's sensitive and wouldn't like an overvolt.

If it's not a Wii, what is it? It matters.
 
From the ripple voltage? It's for a, uh, high power device that requires 12v and 5v.

(I think it would be fine with a Wii though, because Palmer said the Wii runs on 14.8V.)
