How to remove material that covers green board chip?

I have a few 3rd party gamecube controllers that I will be modifying soon and was wondering if it is possible to remove the black material that covers the main control chip?

You can't really do that. It IS the integrated circuit. It doesn't have the rectangular package of a normal IC because it is encased in that black resin instead, which saves cost, but it's permanent. You will have to wire to the traces that are connected to it.
